R134a Phase-Out Deadlines by Market

Europe's F-Gas Regulation (EU 517/2014) banned GWP >150 refrigerants in new passenger cars since January 1, 2020. R134a (GWP = 1,430) was locked out of European production six years ago. The U.S. EPA's SNAP program, under 40 CFR Part 82, has listed R1234yf as acceptable since 2011. Japan, South Korea, and Australia followed.


China is the game-changer. On April 10, 2025, the government published the National Plan (2025–2030). The key date: July 1, 2029 — all newly certified M1-class passenger cars must not use refrigerants with GWP >150. China produced over 26 million passenger vehicles in 2025. This single regulation reshapes the global AC hose supply chain.

The Real Cost of R1234yf Permeation

R1234yf is expensive. And standard rubber hoses cannot hold it.


As of mid-2026:

    • R134a: ~CNY 61,000/ton (~USD 8,500/ton)
    • R1234yf (China): ~CNY 280,000–350,000/ton — about 5x R134a
    • R1234yf (Europe): ~EUR 450,000–500,000/ton — about 50–60x R134a

R1234yf molecules are smaller than R134a. Standard EPDM rubber hoses let R1234yf escape through the hose wall at 15–25 grams per meter per year. Every gram lost is high-cost refrigerant gone.


On top of the cost, R1234yf is ASHRAE A2L — mildly flammable, burning velocity ~1.5 cm/s, LFL at 6.2% by volume in air. A leak in an enclosed service bay is not just an expense. It is a safety risk.

Five-Layer Nylon Barrier Construction

SAE J2888 sets permeation limits that standard rubber cannot meet. The only solution is a multi-layer barrier design.


From the inside out:

    1. Inner tube — NBR/HNBR, chemical-resistant to R1234yf and PAG/POE oils
    2. Nylon barrier layer — polyamide, 0.2–0.4 mm thick. Blocks molecule migration
    3. Reinforcement braid — polyester or aramid, burst pressure 3,000–4,000 psi
    4. Adhesion layer — prevents delamination
    5. Outer cover — CSM/EPDM, ozone/UV-resistant, rated to 125°C

Nylon's permeation rate to R1234yf is roughly 100x lower than that of standard rubber. Without it, no hose can meet SAE J2888 or China's GB/T 20025.3-2025 (effective March 1, 2026, identical to ISO 8066-3:2020).


Not all "barrier hoses" are the same. Some use barrier layers thinner than 0.15 mm and fail under sustained high-temperature operation. Always request the SAE J2888 or GB/T 20025.3 test report — not a brochure.

Turn Compliance Into a Competitive Filter

Most buyers still compare prices on R134a-spec products. Smart buyers are already switching to barrier hose specs.

    1. Require SAE J2888 or GB/T 20025.3 test data from all suppliers
    2. Drop vendors who cannot provide third-party reports
    3. Price R1234yf-ready inventory at a 15–25% premium
    4. Market it as future-proof to customers planning 3–5-year fleet cycles

One more thing: R1234yf degrades into TFA, a substance under ECHA's PFAS review. As of March 2026, ECHA's Risk Assessment Committee passed its final opinion on PFAS restrictions. If TFA is classified as PFAS, regulations could shift again within 5–7 years. Worth monitoring, but does not change your immediate strategy.
